Tagging Issue

On the last several cap posts I posted, I noticed that my attempts to tag them with the "movies: _name of movie_" tag failed. My "user: megalion" stuck though cause it already existed.

Did the community reach the maximum number of tags or are we no longer able to create our own as needed? If so, then doesn't someone need to go back and create them since afaik they're not being added into the memories anymore?

Note: I checked the profile page and didn't see a way to ask the mods directly short of going to their personal LJs which I don't think is right either. Perhaps would be a good idea to create a post for question & answer and link it to the profile?
